            This would be Ruth Ann King Kursman...you owe me big - time for EVER saying I cannot keep a secret. So, as penance, you shall telephone everyone we know and say " My Older Sister ( that would be me, Deborah King - Eichholz ) CAN keep a secret, " while balancing on one leg and twirling a baton.
     
            Also, when you DO arrive, which is so NOT a secret, you will promise to NOT bitch about my driving and will admit to being the worst possible backseat driver since Mother.
     
            To those reading this...pictured below is the culprit / Baby Sistah, who was, I must admit, the best administrator the city of Orlando ever had and who does make a kick-ass casserole. Wait...you must also make that casserole while in town, as well. Ha !

    This city has had revenue for years and whizzed alot of it away. How freakin' safe were we all those years with out of date equipment and rolling stock for MFD ? Within the last few years, trucks were breaking down en route to calls. Where did the money go all those years ? Why didn't the union challenge that sad state of affairs ?

    Only when it seemed likely that lay-offs were in the future did anyone talk about the need for new rolling stock, new equipment and rehabbed stations. The City Council had to know there were issues to handle, as we've had MFD on the CC for some time.

    We need better money management and less politics. We need innovative and progressive ideas to help Muncie survive and show that we can do what other cities and towns have done - to tighten the belts and show we can do something other than taxing our people into penury.

    Yes, the money has floated around for years for equipment. It has been in the budget every year. Every year FD chief and REPUBLICAN Lucas gave the money back. Why??? To make his REPUBLICAN mayor look good. The union challenged it all the way. No response from any of the administration. As for stations, there is a very long paper trail to document how ran down the stations were. It fell on deaf hears. And as for someone who CLAIMS to be informed, we need money. Not better money, money period. As far as less politics?? That is very funny coming from the political puppet master for the mayor!!!

    Interesting data....want to guess where the largest proportion of the "Less than $30,000" or maybe the 2 income households that would make the "$30,001 to $50,000" or the "$50,001 to $100,000" live? Bear in mind this is pre-recession 2007 data as well.....

    Determination of allocation amount
        
    Sec. 1.1. (a) For purposes of allocating the certified distribution made to a county under this chapter among the civil taxing units in the county, the allocation amount for a civil taxing unit is the amount determined using the following formula:
            STEP ONE: Determine the total property taxes that are first due and payable to the civil taxing unit during the calendar year of the distribution plus, for a county, an amount equal to the welfare allocation amount.
            STEP TWO: Determine the sum of the following:
                (A) Amounts appropriated from property taxes to pay the principal of or interest on any debenture or other debt obligation issued after June 30, 2005, other than an obligation described in subsection (b).
                (B) Amounts appropriated from property taxes to make payments on any lease entered into after June 30, 2005, other than a lease described in subsection (c).
                (C) The proceeds of any property that are:
                    (i) received as the result of the issuance of a debt obligation described in clause (A) or a lease described in clause (B); and
                    (ii) appropriated from property taxes for any purpose other than to refund or otherwise refinance a debt obligation or lease described in subsection (b) or (c).
            STEP THREE: Subtract the STEP TWO amount from the STEP ONE amount.
            STEP FOUR: Determine the sum of:
                (A) the STEP THREE amount; plus
                (B) the civil taxing unit or school corporation's certified distribution for the previous calendar year.
    The welfare allocation amount is an amount equal to the sum of the property taxes imposed by the county in 1999 for the county's welfare fund and welfare administration fund and, if the county received a certified distribution under IC 6-3.5-1.1 or this chapter in 2008, the property taxes imposed by the county in 2008 for the county's county medical assistance to wards fund, family and children's fund, children's psychiatric residential treatment services fund, county hospital care for the indigent fund, and children with special health care needs county fund.
        (b) Except as provided in this subsection, an appropriation from property taxes to repay interest and principal of a debt obligation is not deducted from the allocation amount for a civil taxing unit if:
            (1) the debt obligation was issued; and
            (2) the proceeds appropriated from property taxes;
    to refund or otherwise refinance a debt obligation or a lease issued before July 1, 2005.     BS. I asked Linda Gregory about those funds at a public venue and she answered the money which should have gone for improvements went for raises. I never claimed to be well informed - after all, I am not hiding in closets, claiming to have a few eff words on tape, but I know enough to know when someone is posting BS. As for a political puppet master for the mayor, oh please. I don't have the woman on speed dial and I don't have my nose rammed up the collective 214 Central Committees' backside like some folks in MUNCIE.

    CDCPTR Update !

    CDCPTR to present reorganization plan/template to Mun-Del Modernization Committee
     
    When: Tuesday, October 20, 2009 at 5:00 pm
    Where: Maring-Hunt Library, Muncie
     
    Be it remembered that the CDCPTR, by a petition with nearly 2200 signatures, initiated the Muncie-Delaware County modernization and reorganization in early 2008. Subsequently, over 18 months down the road, we appear to be no where nearer a comprehensive plan for reorganization than we were when the process began. Being the original catalyst that brought this effort forward, we obviously take this issue and its ultimate result personally.
     
    The committee has most recently been focused on interlocal and cooperative agreements in an effort to demonstrate some progress, but realistically none of those options will sustain the test of time if serious consideration isn't given to the political structures that will make up the merged departments. Therefore, the CDCPTR is hoping to jump-start the structural reorganization process with its considerations.
     
    We would hope that all citizens supportive of this effort would find time to support the presentation on Tuesday. Please try and be there!

    For The Muncie, Indiana City Council & The People Of Muncie

    A great deal has been posted on another LOIT thread, in the Muncie, Indiana Muncie StarPress, much of it off topic. I consider this to be a topical thread and extremely valuable. I will not speak of what offends me, because no one cares ( other than myself ) and it serves no purpose. Hell, I often offend myself, but it's all genetic.

    LOIT was whispered silently in the background when the truth was not yet in the publics' consciousness...that we ( along with many other cities and towns ) were facing a financial shortfall and real change, not a campaign slogan, would become a necessity and it would " hurt. "

    As swift as tortoises, the Muncie City Council sloughed this off. I cannot help but think this was a God-send to them. OK, so they would be " forced " to enact yet another tax on an under-employed and unemployed populace, that their actions might dun people who do not live in Muncie to pay for their lack of preparedness and that somehow, someway, the blame for the LOIT could be laid at someone elses' doorstep. A perfect " win-win. " They come off heroic, political favors are paid off and some will become debts to be paid and all's well in Hometown, USA.

    Not so fast...one Finance Committee meeting in 18 months doesn't scream " I feel your pain. " Especially when a member of that Committee was not asked to attend, nor was notified. One ultra secret meeting between two CC  members and the head of a local union doesn't scream " You can trust me. "

    Not so fast...

    All of us want our city to prosper again and to be safe.

    You know, as in how we all thought we were safe for a couple decades while the CC allowed the MFD equipment, rolling stock and stations to deteriorate. If our firefighters weren't safe, how safe were we ? Even more puzzling, why didn't the union raise H about this ? Why didn't the CC, who has had an MFD -er on the dais say or do something ?

    We have nine individuals on the CC, but you can bet your butt very few of them keep in touch with their constituency, much less act on their behalf. Linda Gregory is one and Brad Polk is the other.

    When you expect us to tighten our belts and manage our homes, our medical bills and whatever else comes flying at us, you drag your sorry butts to CC and tell us " We will get more from you. " Well, you know what, we are done. Done listening to your BS and rhetoric. For decades, this town has been run like Dodge City and we have had enough.

    This city can get by on less and be just as effective as it ever was, considering we has fire trucks breaking down en route to calls or neighborhoods better suited to Detroit or Compton or a plethora of patronage jobs in city and county government.

    When we think about getting more bang for our buck, I think our definition of that phrase is much different than yours. Don't bother sending the fire trucks to handle the afterglow - because there is none. But, alot of us are sure as Hell burned up and burnt out on what passes for City and County government.
